Ophelia says -- You can certainly learn to see fairies. It does take patience and persistence. Fairies must first learn to trust you. Many are very wary of mortals. I am, in fact, going to be sharing many secrets on how to see fairies on another page. But to begin with, here's how.
Don't try too hard. Except for children who still have their natural sense of wonder, you must believe that you will be able to see fairies. Human adults have mostly lost their natural ability to see different frequencies. If that is the case, you must re-train yourself, and it can be done.
As you know, your five senses lie. They miss much. You may know that your eyes and brain take in thousands of bits of information a second, but you only process something like 40. You cannot see radio waves, microwaves or wind, yet you know they are there. Your five senses are programmed -- to pick up what your human brain has trained it to. This can be re-programmed, you might say. You can increase the range of what you see. It just takes practice. For some reason, some people are able to expand their awareness and vision and can see our dimension. I do not know why it is so for some and not others.
Get yourself into a nice quiet, if not meditative, state. Relax your eyes; unfocus them. Everything in all dimensions is made of energy, and all energy vibrates at certain speeds. Fairy energy speeds are faster than mortals are used to seeing. You can think of it as like hummingbird wings. They beat so fast you don't see the actual wing, just the motion of if. Yet, if you could relax your sight into a sort of slow motion, you would see the humming bird differently.
Invite the fairies, either in your mind or aloud, to be with you. They will come, perhaps hesitantly at first. Even though you don't at first see them. You must be persistent and keep asking them and keep trying. Then they will know you are serious and sincere. You will probably feel them before you see them. This is usually the first step.
Create a special space that fairies like. A garden, as you mentioned, is excellent. Indoors, a group of potted plants and flowers. Fairies love delicious scents too. Scented candles, natural perfumed oils (fairies prefer natural things), and baking sweets also attracts them.
You make friends with fairies just like with anyone else. You extend yourself. You give something first; then you will receive something back. You care for them, especially by caring for nature, their environment. Keep your home and garden tidy and clean (or you will attract a different sort of fairy). Maintain love and harmony around you, and you will attract that type of fairy.
